Transportation Services:

Desription of Bus Services

The Key Training Center provides transportation for program participants primarily residing in Citrus County and parts of Marion & Hernando counties. Transportation is provided twelve months per year on the 242 days on which the Center is open for operation. Transportation is provided to ADT program participants.  Funding is provided by the Agency for Persons with Disapilities waiver participants and for KTZ scholarships.  Arrangements for transportation are made at the time of admission with pick up and drop off points assigned, based on established routes.  Social Services is responsible under the direction of Program Director, for the coordination of program participants scheduling for transportation and area routes.  Families are notified in writing of transportation schedules upon admission and if there are any changes thereafter.

Individual arrangements are made for clients with special transportation needs, e.g., wheelchair lift, in cooperation with Citrus County Public Transportation.  Key Training Center endeavors to schedule transportation for each program participant which invloves the least riding time and most convenient routes.  Pick up points are usually door-to-door, but at times a congregate pick up point will be established based on locale.

KTC residential facilities provide transportation for KTC residents to/from the community for Dr. appointments, shopping, recreation etc. via vans, or small modified transit buses.

Program Participant Supervision

Drivers are responsible for maintaining discipline and order on their buses. If program participants misbehave and disciplinary action is required drivers are required to radio into KTC base, complete an Unusual Incident Report and submit it to the Program Director.  If a mishap or accident occurs on the bus or during the transportation process, the driver must pull off the road. The driver is responsible to administer first aid, CPR, seek additional medical assistance as needed and file incident reports in a timely manner.  If a program participant is injured or becomes ill while on the road and needs additonal treatment, the driver will radio KTC and follow instructions given by administrative personnel.. Drivers never leave clients on the bus while on the road. A listing of program participants medical conditions, medications, allergies, physician and contact telephone numbers is maintained on each bus for medical emergencies. Drivers are responsible to ensure safety of program participants in the boarding and dsembarking process by enforcement of standard safety procedures and taking regular head counts.

Driver Requirements and Procedures

All persons transporting clients are required to have and keep currentan appropriate Florida Driver’s License, Commercial Driver’s License (CDL) with a passenger endorsement. Bus drivers are required to have an annual physical examination to verify fitness to drive.

Key Training Center requires that drivers maintain a safe driving record.  Driving personnel are subject to disciplinary action for citations received which indicate careless or reckless driving. Drivers are required to be sober, alert, and attentive to their driving and transportaion duties at all times. Us eof alcohol or drugs while operating a Key Training Center vehicle is cause for immediate dismissal.  Drivers are required to inform the Program Director if they are taking any prescription medication medication during driving hours.

Drivers must complete daily attendance records per trip (am/pm). The DOT Log must also be completed to include mileage and passenger information (age,income). Attendance is turned in daily to the Social Service Caseworker and DOT logs are turned into the Program Director quarterly.

Transportation Routes

Routes for Key Training Center buses going to and from the ADT are determined on at least and annual basis.  Drivers are required to follow routes as assigned and are responsible to inform the Secretary to the Program Director of changes in riders or other circumstances that indicate a need to revision of routes.  Drivers are expected to follow the time schedule for routes as closely as possible with a standard 10 minute variance in schedule.
